Any body knows what is the relationship between compiere-china.com and zoap consulting from Hong Kong. Zoap consulting is a partner of Compiere USA. but not much info about compiere-china.com. Is the compiere source 253b SP1 14/7/2006 version published by them reliable? Is the source complete?

yes, Zoapcon is a certificated partner of compiere.
and compiere-china is an independant commercial company,they have no relationship with the Jorg's compiere.

253b sp1 is declared as a version based on the 253b and supports oracle xe. never tried their code, so cannot tell if it is complete and reliable.
