CHINA FIGHTS DALAI LAMA TAIWAN VISIT

China said yesterday it “resolutely opposes” a proposed visit of the Dalai Lama to Taiwan “in whatever form and capacity”.

Ma Ying-jeou, Taiwan's president, earlier approved a visit by the Dalai Lama next week at the invitation of opposition politicians.

Mayors and magistrates from southern Taiwan invited the Tibetan spiritual leader to go and pray for the victims of typhoon Morakot, which killed more than 300 people this month. The invitation put Mr Ma on the spot, poised between his so far successful efforts to improve ties with China and the domestic firestorm over his government's slow and disorderly response to the disaster, which has already led several cabinet officials to resign.

Wang Yu-chi, presidential spokesman, said the Dalai Lama's visit would be a purely religious affair: “We don't think this event will cause any damage to the cross-Strait relationship.”

Beijing's Taiwan Affairs Bureau later issued a firm response: “No matter under what form or identity Dalai uses to enter Taiwan, we resolutely oppose this.”

The bureau added: “The Dalai Lama is not a pure religious figure. Under the pretext of religion, he has all along been engaged in separatist activities.”

The Nobel Peace Prize winner's wish to visit Taiwan last year was thwarted by Mr Ma, who said then that the timing was not right. The Dalai Lama previously visited the island during the presidencies of Chen Shui-bian and Lee Teng-hui.

The opposition Democratic People's Progressive party played down the political significance of the visit. Hsu Li-ming, speaking for Chen Chu, mayor of Kaohsiung, said the invitation “transcends religion, politics and other factors”.

Nan Fang-shuo, a political commentator, said: “It would be difficult for Beijing to oppose too vocally” the visit, given its purpose of providing spiritual relief to disaster victims. “The DPP has the upper hand this time,” he said.

中国昨日表示，它“坚决反对”达赖喇嘛“无论以什么形式和身份”访问台湾的计划。

此前，台湾总统马英九批准了达赖喇嘛前往台湾。应台湾反对党政界人士之邀，达赖喇嘛将于下周访台。

台湾南部的多名县市长邀请这位西藏精神领袖赴台，为本月早些时候造成300余人丧生的“莫拉克”(Morakot)台风的受害者祈福。这一邀请使马英九面临难题：一方面，他改善台海两岸关系的努力迄今是成功的；另一方面，他领导的政府在灾难面前反应缓慢、无序，招致台湾社会各界的严厉批评，并已导致数名内阁官员辞职。

总统府发言人王郁琦表示，达赖喇嘛的访问将纯粹是一件宗教事务：“我们认为此事不会对两岸关系造成任何损害。”

北京的国务院台湾事务办公室随后作出了强硬反应：“无论达赖以什么形式和身份赴台，我们都坚决反对。”

国台办补充称：“达赖不是单纯的宗教人士，他打着宗教的旗号，一直在进行分裂国家的活动。”

去年，马英九没有满足达赖喇嘛访问台湾的愿望，他当时表示时机不合适。曾经获得诺贝尔和平奖的达赖喇嘛，此前曾在李登辉和陈水扁主政期间访问台湾。

台湾反对党民进党淡化了达赖喇嘛访台的政治意义。高雄市府新闻处长许立明代表市长陈菊表示，这份邀请“超越宗教、政治和其它因素。”

政治评论员南方朔表示：“北京方面将难以过于大声地反对”这次访问，因为其目的是给予灾难受害者心灵抚慰。“民进党这次占了上风，”他表示。
