STEPS
The issue can be reproduced at will with the following steps:
1. Goto Inventory > Transactions > Subinventory Transfer
2. The subinventory transfer header window appears
3. Choose the transaction date, subinventory transfer, and a source.
4. Choose transaction lines.
5. Enter the item, subinventory, unit of measure, and quantity.
6. Save the transaction.
7. Get the error. CauseIssue was caused by older versions of files INVVQTTB.pls and QtyManager.java in 11.5.10.
This issue has been fixed in the file in versions:
INVVQTTB.pls 115.134.115100.8
QtyManager.java 115.106.115100.14
SolutionTo implement the solution, please execute the following steps:
1. Download and review the readme and pre-requisites for the following patches:
A) Patch 5387369 - INV - PENDNG NOT ENOUGH LOOSE QUANTITY IN LOCATOR ERROR.
B) Patch 4734840 - INV - Oracle Inventory, Warehouse Management, Mobile Application Server (MWA),
and Receiving (PO): Release 11.5.10, Rollup Patch 3 (INV/WMS/MWA/RCV 11.5.10 RUP3).
2. Ensure that you have taken a backup of your system before applying
the recommended patches.
3. Apply the patches in a test environment.
4. Confirm the following file versions:
INVVQTTB.pls 115.134.115100.8
QtyManager.java 115.106.115100.14
5. Retest the issue.
6. Migrate the solution as appropriate to other environments.

嗯，应该是这个业务处理的工作流在某个环境节上的临时数据还没有清除，以致于在下次要跑这个流程的时候，系统认为上一个流程都没有跑完。晕。。。。。。。
