cause: Bug2501411 - Refer to the Oracle Flexfields Guide for Release 11i
page 4-69.  It
states that the segment value is valid for the TIME between
the dates. The Flexfields Guide for Release 10.7 is a little more detailed,
but says the same thing.  It is not related to transaction date.

Workaround :

Remove the end date and allow the transaction to pass through
