N KOREA INVITES US ENVOY TO NUCLEAR TALKS

Under increasing pressure to bargain with the international community, Pyongyang has invited Stephen Bosworth, the US special representative for North Korea, to attend talks on its nuclear programme, according to South Korean media.

North Korea has long been eager for bilateral talks with the US, with officials reminding Washington this month of its interest in meetings with Bill Richardson, the governor of New Mexico, and Bill Clinton, the former US president. But the US has sought to address the nuclear issue through multilateral talks that pull in South Korea, Japan, China and Russia. Pyongyang vowed this year never to return to these six-party talks.

Although there was no immediate comment on the report from the Obama administration, it followed an acknowledgement by the state department of “helpful steps” towards a thaw between North and South Korea.

Pinched by toughened UN sanctions for blasting a missile over Japan in April and detonating an atomic warhead in May, Pyongyang has in recent weeks shown a friendlier face to Seoul and Washington, putting in motion a revival of cross-border projects that bring in hard currency and potentially forestalling implementation of more severe penalties.

Philip Goldberg, the US coordinator for sanctions against North Korea, has been in Asia this week seeking support for stricter measures.

Pyongyang has even said it will now deal with Lee Myung-bak, the South Korean president. In a surprising volte face after 18 months of state media reports calling Mr Lee a lackey, traitor and sycophant for making aid contingent on progress in nuclear talks, Kim Jong-il, the North's dictator, sent Mr Lee a message on Sunday calling for improved relations on the peninsula.

A willingness to deal with Mr Bosworth would be significant as many diplomats in Seoul had originally seen him as unsuitable. They argued Pyongyang would be offended by the choice of him as envoy, given that he had taken on the duties part time while continuing to teach at university. Their views were vindicated when Pyongyang spent months largely ignoring him.

韩国媒体报道称，随着国际社会要求朝鲜参与谈判的压力日益加大，平壤方面已邀请美国朝鲜问题特使斯蒂芬•博斯沃思(Stephen Bosworth)出席有关其核项目的谈判。

朝鲜一直希望与美国进行双边谈判。朝鲜官员本月在与美国新墨西哥州州长比尔•理查森(Bill Richardson)和美国前总统比尔•克林顿(Bill Clinton)会晤时，提醒美国政府考虑其这方面的想法。但美国一直寻求通过有韩国、日本、中国和俄罗斯参与的多边会谈，来解决朝核问题。平壤方面今年曾表示永不重返六方会谈。

尽管奥巴马(Obama)政府未就上述报道立即予以置评，但之前美国国务院对“有利于朝韩关系解冻的一些举措”表示了认可。

朝鲜于4月份发射了一枚飞越日本上空的导弹，5月份又引爆一枚核弹头，因而导致联合国的制裁升级。近几周来，朝鲜对美韩的态度有所缓和，正推动朝韩边境一些项目的重启。这不仅能够给朝鲜带来硬通货，还能使其避免更为严厉的制裁。

美国制裁朝鲜问题协调员菲利普•高德博格(Philip Goldberg)本周已前往亚洲，寻求各国支持对朝鲜实施更严厉的制裁。

朝鲜政府甚至表示，愿意与韩国总统李明博(Lee Myung-bak)进行接触。在过去的18个月中，由于李明博将弃核谈判的进展与对朝援助联系起来，朝鲜官方媒体报道中将其称为奴才、叛徒和马屁精。而现在朝鲜方面的立场出人意料地出现了逆转，朝鲜领导人金正日(Kim Jong-il)上周日向李明博发出讯息，呼吁改善朝韩关系。

朝鲜愿意与博斯沃思接触意义重大。许多韩国外交官起初认为他不适合担任朝鲜特使，他们称，鉴于博斯沃思保持了在大学教书的职位而只是兼任特使，可能会冒犯朝鲜。朝鲜几个月来对博斯沃思不理不睬，证实了上述观点。
